On a hard floor, the mat's job is to protect the surface without sliding around. That comes down to the backing, whether an anti-slide coating, a rubber base or anti-slip pads, and to the material, which decides how the mat looks, how it handles a rolling chair and how much it costs.
It's worth asking first whether you need one. Some hard floors are more scratch-resistant than others; if your concern is noise or light scuffing, softer casters may be an alternative. If you do want a mat, measure the area your chair covers.
